Lucille is the former President & CEO of Arts Umbrella,  Canada’s visual and performing arts institute for young people, with the mandate to provide quality art education to all children. Lucille’s extensive experience in the education and technology sectors covers more than 30 years. As Vice-President of the Open Learning Agency, she had direct operating responsibility for the Open University, Open College, Open School  and the Knowledge Network. Prior to joining Arts Umbrella she consulted with the education sector and most notably  was on contract with the Reed Midem Organization based in Paris, where she helped  launch an international market for educational services and products.

With an MA in Educational Administration from the University of  Alberta, Lucille has participated in numerous initiatives related to policy development for the social uses of technology (public education and distance education) and has sat on many Not-for-Profit boards and associations related to the Arts, technology research,  new applications and new approaches to life-long learning, including as the Chair of the National Board for Culture Days, Board member of  The Vancouver International Film Festiva, Board member of the International Women’s Forum in Vancouver, Board member of Emily Carr University of  Art and Design, and Board member of the Vancouver Biennale. Kim was President of the Canadian Association for Distance Education founding President of the non-profit society Art Starts in Schools and Chaired the CANARIE Board, Canada’s Network for Advanced  Research.
